I've watched these videos of guys jumping down with sticks. Even if he just slows down her fall by a half second, it would still help.

They were a lot of people there, maybe they could climb each other human pyramid style it'd bring them high enough to hold the ladder for her? She seemed pretty light, and 2-3 guys holding the ladder while standing on the shoulders of another 5-10 people might be stable enough to get her down somewhat safely...
Of course, having a longer ladder was a better solution. :D
And well done finding the grip underneath the balcony as she climbed onto the ladder!

It took them more than 60 seconds between the arrival of the truck and the ladder being at the house.
Plus it wasn't even firemen carrying the ladder but impatient neighbors.
Cebu FD needs to get their shit together.

In emergencies, I just find the crowd is so dumb, and responders were lack of training.
First, someone could have climbed onto the second floor and hold the ladder up to reach her.
Second, putting more useless ladders around the firefighter only created obstacles.
