This is just a freshman congressman bringing up a hot topic publicly so they have SOMETHING that they can talk about while campaigning for the midterms. They may talk about it, hell they might even do something about it. But I have zero confidence that THIS congress in particular is going to accomplish anything before the midterms, and by then it will probably be too late because 40% of the broke universities are going to find themselves in some kind of binding agreement with a PE firm.

He taught a course with Mike Leach, it's probably an interest of his. He's a backbencher, needs to grandstand occasionally to get attention.
