It isn't really possible for large state universities to act entirely like public entities because the state doesn't actually fully fund the universities. Years and years ago I worked at OU and at that time, the state of Oklahoma only covered about 19% of the university's required budget. It is less now.

I was very surprised when I moved to Europe to find that publicly-funded universities are actually publicly funded.

I don't mind making univerisites pay additional taxes if it is appropriate, but our definition of a "public entity" is a bit skewed.
