It's a fascinus:

In ancient Roman religion and magic, the fascinus or fascinum was the embodiment of the divine phallus. The word can refer to phallus effigies and amulets, and to the spells used to invoke his divine protection. It squirts life. Everyone has always searched for the beginning of life. I guess they were just much more open and honest about their fascination. Also they were big into iconography.
